Updating account details

Hi Can anyone help. Ebay asked me to update my account details. When I put in my passport details i keep getting an error saying please try later (which i have done)

Something in your account setup is missing/incomplete ... Apps can be unreliable ... using a PC/Laptop, recheck details to include Current UK Banking account and Card details on file in order to send and receive payments  through Managed Payments. >
