after 9 months you are well out of time for an eBay case and also most likely for your payment provider as well.

When was the last day of estimated delivery?

If you are within that period you can open a case with eBay for  a full refund for item not as described.

Otherwise,  it depends if you bought the item from a UK registered business , you may have a claim, and would need to turn to your payment provider to help you here.
