Package received intact with no contents

Today I received the envelope fully sealed but the item purchased isn’t in it.

How do I prevent the seller getting paid as it looks like it’s delivered buy isn’t.

i can’t seem to find a way of getting to eBay to explain the dilemma

You need to open a return case.

Choose the reason 'items missing'.

If you open an 'item not received' claim, as you have realised, the seller will have proof of delivery and you would lose the case.
