Returned an item to a seller for a refund, he said he didn't receive it don't have tracking but proof of posting

It sounds like you returned it outside of ebay's system.   I'm afraid without online tracking showing delivery you cannot get a refund via ebay.

Did you send it back via an eBay return?

If not, and you only have a proof of posting receipt you'll need to make a claim with Royal Mail. Without a tracking number, you can't assume that your seller has received their item back.
