You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.
However, if you have received a message saying you are ' permanently suspended' this does not sound good and usually means a lifetime ban, there's no coming back from this.
Opening a new account will not circumvent any permanent suspension on your original account, and eBay will not discuss it further.

Permanent suspensions are non negotiable. They won't talk to you about them.

eBay wont reinstate an account that has been suspended permanently
I don't know the reason why you were suspended but you were trading on a private account and not offering returns,this breaks UK Consumer and Competitive Marketing laws and is against eBay terms
'An eBay seller must register as a business if, for example, they sell items they have bought to resell, they make items in order to sell them, or if they buy items for their business.'

None of us can help. You can try contacting eBay customer support, but as has been said they may not even be willing to discuss a permanent restriction.
It may not even be anything that you have done. Your account may have been associated with another member whose account has been restricted. This could be someone else at your address, or even someone who has used the same connected device to log in. eBay does this to prevent restricted members from carrying on by using a family member or friend's account.
It can be brutal. We once heard from a seller who lost his successful business on eBay overnight because his son at the same address had been restricted.
