Order Never Received No Refund from seller

Ive bougt towing bar from Poland. Delivery was planned very quickly by UPS .

From very begining in a system was error asking for correct address, straight away Ive contacted seller. no help.Two days ups system was asking for correct address. Ive spent 4 days waiting fro delivery after this ive changed delivery address to my mother in law as i had to go back to work. Item wasn't delivered there too. After a month no item ... system is frozen no refund, Ebay dont want to help!

You have to open a case within 30 days of the item's last estimated date for delivery,  for item not received,  and it's timed to the second, so if this time has lapsed , eBay cannot help you here.

Turn now to your payment provider for help with your refund.

You needed to open a case for item not received within 30 days of the expected delivery date.  That's the only way to get ebay buyer protection.  It sounds like you exceeded that before you tried to get ebay involved. 

Perhaps your funding source can help.
