I returned two jackets from the same seller the status on both show refund paid but only one refund has been paid, I have now contacted the seller on three occasions but they haven’t responded

Did you send the jackets back in one parcel therefore one tracking number?  This ' confirms' only one item, so you'd be refunded for the one item not the other.

Hopefully,  you sent the items back separately, so 2 different tracking numbers,  and you just need to open another case for the second item,  add the tracking number and escalate after 3 days if not refunded beforehand .

Yes, I sent them back in one parcel. They arrived in one parcel and when I tried to do two refunds the other jacket was showing as not being delivered.

I contacted the seller immediately to confirm what I was doing. I can’t initiate a return on the other one as it’s now showing as being refunded

If they were bought and received in one transaction it should have been fine to return them in one parcel and  you should have received a refund for both.   Escalate it to ebay.   Probably best to do that direct by requesting a callback on here:
