Does anyone have a number for eBay customer services? I have a seller who sent me less than we agreed at the price we agreed for everything and we cannot agree a resolution. He says he spoke with eBay and they agree but i find that hard to believe and want to complain but can't see any other way to do that on the site. Any numbers of suggestions welcome

If the transaction was all done on ebay and you have not received what was described in the listing you should open a "not as described" return.
Click on "Return this item" on right of your order on your Purchases page and select "Doesn't match description" as the reason. Escalate it to ebay after 3 complete working days.
If you both agreed something off-ebay that is not showing up at the same price and detail on your ebay account then ebay won't be able to help but you can call them and see what they say if you like. You can use callback on here:

I don't understand this. You don't haggle with sellers on eBay.
The price you pay and what the seller will deliver are as stated in completed listing. Or if you made an offer through eBay, they will be be as per your accepted offer.
If you didn't receive what the listing stated you don't need to speak with ebay, just open a case under eBay's money back guarantee, see: https://pages.ebay.co.uk/ebay-money-back-guarantee/
It's simple, automated and doesn't involve negotiation with the seller. Just read and follow the process - if there's anything you're not sure about people here are always willing to help.

Arranging deals outside ebay does not seem appropriate to expect ebay to settle anything.
Buying and selling is done through bidding/proper offers, through ebay. Getting ebay involved to settle your haggling which is OUTSIDE EBAY is not a good idea, unless you want to be suspended.
