Want to return a defective item for a refund, but are not allowed to proceed as it says the seller doesn't accept refunds. How do I get a refund?

Private sellers can only refuse change of mind returns, that's what 'the seller doesn't accept returns' means.  You can still open a case for one of the 'not as described' reasons.

Providing you're within eBay's 30 day returns, simply open an eBay return.

Select 'Item is defective'.

Hi, I filled in not as described reasons, but it is not letting me submit it. At the top, it says the seller doesn't accept returns.

I don't think that can be the reason because I thought you could open a case late but not escalate it.

You must open any return case within 30 days.

 When did you buy?

If as you say there would be no point in opening a case, as seller could just ignore. Escalating is the only way a case can be enforced.
