Private sellers can only refuse change of mind returns, that's what 'the seller doesn't accept returns' means. You can still open a case for one of the 'not as described' reasons.

Providing you're within eBay's 30 day returns, simply open an eBay return.
Select 'Item is defective'.

Hi, I filled in not as described reasons, but it is not letting me submit it. At the top, it says the seller doesn't accept returns.

You must open any return case within 30 days.
When did you buy?
If as you say there would be no point in opening a case, as seller could just ignore. Escalating is the only way a case can be enforced.
