I have recently purchased 3 wheels off EBay.The seller as asked me to cancel the order but I have not
received any refund from him .

Buyers can only request a cancellation. The seller has to implement it. If they don't do that and refund wait until the estimated delivery date has passed then select "Report an item you didn't receive" on here:https://www.ebay.co.uk/help/buying/returns-items-not-received-refunds-buyers/get-help-item-hasnt-arr...and escalate it 3 complete working days later to get a full refund.

If the order status in your purchase history doesn't show cancelled then you will need to open a case for item not received to get your refund.
