I recently bought an expensive item from a seller on the 12th he sent it through royal mail tracked 48, it says on tracking that they’ve got it and it’s in a parcel shop, it’s currently the 17th… i’m thinking i need to get a refund and just purchase it again from another person

If it's now past the estimated delivery date showing on the order you can indeed open an eBay item not received claim:

What does "it’s in a parcel shop" mean? It sounds as though you nominated a click and collect address for delivery? If so, it's up to you to collect it. You can't claim a refund if it's been delivered to the store you selected.
Do this quickly - the shop only has to keep it for 7 days. If not collected within the time limit it should hopefully be returned to the seller, but this can be uncertain and there's a real risk that you could lose you item and your money. You should have received a collection code from eBay, which the shop will require.
If you didn't make this as a click and collect purchase, could you explain more fully, please.

Okay i don’t think i was clear enough, the seller posted the item into a parcel shop, it still hasn’t left his local area, royal mail have it but it’s still in the same parcel shop he posted it at
