Ebay customer help hours/enail address used without permission for an account

Hi, what is ebays normal customer service business hours in the UK? 

A family member has had their email address used without their permission to open an ebay account.  It has since been suspended.  

The family member would now like to open an ebay account of their own but is now being prevented from doing so,  as the email address is already used. We don't believe there has been any activity on the account,  hence why it's been suspended. 

Please help!!!!

You don't want to be associated to a suspended account, and an email address can only be used once anyway, even if the account is closed.

Best for your family member to open a new email address for their eBay account.
