Shipping costs and delivery to Israel

I am in the UK and have an interested bidder in Israel. Firstly, are eBay delivering to Israel under their global shipping programme? Also, he tells me that that two shipping costs are given under the item's listing: one under the item's product price and another under the 'international priority shipping'. The second cost is about twice that of the first. He is asking me which price he will pay and I can't give him an answer with any confidence. Can anyone advise please?

Yes, Israel is in the global shipping programme.    The choice of postage is due to ebay's simple delivery so it's up to the buyer which they choose.  The info says:   Your buyer will have the flexibility to choose either a standard or express delivery option at checkout.

I checked a few of your listings.

You don't appear to be in GSP, although you post international you haven't put a cost.

If items are sold under GSP, they pay seller for item & postage to UK centre,

Pitney Bowes then charge buyer for international postage & import fees.

That's a surprise. I have sold a number of items through the global shipping programme, but always to either the USA or continental Europe. I'll check my settings.Regards,Marc.
