Buyer wants to return an item becuase they now can't afford to repair a known issue!

I sold a bicycle with a known issue with a wheel, that was clearly stated on the description and even discussed with the buyer. He purchased anyway. Two weeks later, they have issued a return request stating it was damaged on delivery (which they arranged) but they sent me a message via ebay to say the wheel needs to be replaced and he can't afford it. Basically, they purchased hoping to fix the wheel and has now realised he needs to buy another wheel. I spoke with Ebay and they said to accept the return and then call them once I have the bike back and they will deal with the claim from there. Does this sound right? I don't want to accept liability for this as the buyer is clearly messing me around. Because they stated damaged on delivery, there is no option on the returns page for me to decline the return. Any help would be appreciated, but I do not want to give this guy a refund under any circumstances.

If this was a collection in person listing and the buyer arranged for their own courier to collect, they are not covered by eBay's Money Back Guarantee, you may want to contact eBay and explain eBay policy to them.
