If it was delivered within the last 30 days it should still be covered by eBay's money back gauantee, and you can claim a refund: https://pages.ebay.co.uk/ebay-money-back-guarantee/
If beyond 30 days, eBay sent you the safety recall notice for information only. eBay itself will have no further interest. Any action or refund is now the sole responsibity of the seller or, according to the to the terms of the recall, the manufacturer.
Do please remember that you accepted in the user agreement that eBay "does not not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions".
Buying from unknown sellers on eBay is not like buying from the shops. There are risks involved, with many eBay sellers not wanting to know about after-sales problems. eBay is a jungle.
