Seller broke his word and asale agreement unfairly

I purchased an item from a seller. I won it in an auction fir a good price. The seller did not send it. He said he was away and arranged for his partner to send it but she didn't. I waited and the seller said he would sort it when he got back. Days later he just cancelled the order and did not send it to me. Now if I want it back it is going to cost me more because the seller has put the postage cost up to pirchase it again. 

How can I get the item from the seller if he has unfairly cancelled the item? Can I report the seller, if so how can I do this?

You can report the seller for 

• They don't intend to complete the sale

You can also leave a well worded negative feedback.

However, if you want the item and want to bid/buy it again at a higher price do it after you've got it, else the seller will likely block you.
