Why does a serial non-payer still have 100% positive profile?

Just had my first non-payer so have cancelled the order and blocked. However, the thing that puzzles me is that a review of feedback on their account confirms they've done this before several times and yet their account is rated 100% positive. I wanted to let people know this eBay user is not 100% reliable but I can find no mechanism for this. So they continue on their way, acting in bad faith and getting away with it?

Why?

Being very blunt, because sellers like you break eBay rules and leave false positives instead of following the correct procedure and using the tools eBay gave you - the unpaid strike.

If sellers hit buyers like these with unpaid strikes there would be no serial non-payers.

Buyers get 4 days to pay, on day 4 if they still haven't paid you cancel using "Buyer did not pay".

This will ensure you get your selling fees returned, neither of you can leave feedback. This will also give the non payer a non payment strike on their account. If they get two strikes within 12 months they will find it impossible to bid/buy on most sellers' items because most will have set their settings to block buyers with 2 or more strikes.

You may set your settings to block buyers with 2 or more strikes by going into your selling preferences.

Just in case you have not worked it out, as buyers can only receive positive feedback they all have 100% even when foolish sellers leave negative comments, which means they had a positive experience.

The fact that feedback has been left also implies that they did not give buyer an unpaid strike, and may well have still paid a selling fee, explains why serial non payers get away with it. It is because sellers let them get away with it.

HOw did you cancel the order?

IF you haven't cancelled it correctly then they will carry on being non payers. Two non payments if dealt with correctly by sellers will mean a buyer will have their ability to buy restricted.

I’m not sure I understand, how have I broken eBay rules? As far as I
understood it, eBay will issue a strike against that buyer because I
selected cancellation due to non payment but that would not seem to have
deterred this user from continuing the practice or warned anyone about to
do business with them.

Thanks for this reply, it’s helped my understanding far more than after
trawling through the maze of corporate eBay help articles. I did cancel the
order the correct way and so that buyer should have a strike against them.
I find it hard to believe no one else did that. Rightly or wrongly, the
feedback that was left was my only source of warning in the end. Thanks for
the tip about blocking other users with strikes.

Thanks to the other people here who also took the time to leave
constructive comments for a ‘small user’.
