Was this purchased within 30 days of the item's last estimated date for delivery then open a case for item not as described.
The seller provides a label for the return of the item if they want their item sending back. If not and there is no label or refund within 3 days, you escalate the case, eBay step in and force the refund.

I do recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.
