Trying to contact a seller, previously possible but not now, it seems

Upon pressing 'contact seller', a panel comes up listing rules but doesn't allow me to write a message and send.  How on Earth do I contact him with this strange change to procedure?

Just select any of those options for example.... this is not about an item,  then a page will appear for you to write your message.

If there are issue using the app or mobile browser,  switch if you can to a PC /laptop and use Chrome that combo seems to work best,  and try the above,  from there.

Not sure why I'm not getting the answer to my question here.  I am unable to post a question to a seller because of a recent (how recent I don't know) blocking panel which comes up which simply doesn't activate in any way. I use Google Chrome on Windows facilitated desktop.

This is Ebay's change (no problem communicating for 15+ years) and I'd like to know HOW I can get round this annoying and seemingly pointless panel obstruction to contacting a seller. Nothing has changed here  in 5 years re. computer etc.
