Ebike selling as a private person

When did the bonkers rule come in force that I can't sell a second hand ebike without being a business seller ? Is this government intervention or just another bonkers ebay ruling ? And is there a workaround ?

The workaround - if needed - might be to update to a business account [though you cannot revert later I believe].  Or open a new "business" account.    Or sell elsewhere?

Rather at odds though with the many "business sellers" who are incorrectly registered as "private". 

I would guess that eBay require such sales of ebikes on the grounds that business sellers will be more responsible as to safety and so on.
