Hi, can a seller refund money after the 30 days eBay policy as ended.

Are you the seller?
If the buyer is out of time to open a case for a full refund, a refund cannot be made through eBay channels and can be sent via a cheque, bank transfer or a PayPal Friends and Family Payment.
If PayPal is used, email addresses need to be exchanged, this can sometimes be found with the order details >> Show Contact Info. If not and you need to ask the seller/ buyer for this, make it very, very clear in your eBay messages, as eBay do read these, the reason for these exchanges. Make it clear it's not to be used for an off eBay sale.

Regards ebay then no,as ebay buyer protection would no longer be relevant either.

There is no reason why a seller can't refund a buyer after 30 days. Looking back at my own sales up to 90 days ago, the facility to refund is still there.
After 30 days, Ebay won't make a seller refund but they certainly have the ability to refund.
If a seller is saying they can't refund because the sale is more than 30 days ago, they are being dishonest.
More information would help.
Are you the buyer or seller?
If you are the buyer is it a private seller or a business seller?
What has happened so far?
