Royal Mail delay in delivery,ebay refunded buyer, now delivered

International parcel to Belgium was slow in delivery about 3 weeks,

buyer filed no delivery, ebay gave him refund ,parcel now delivered

Phoned ebay and was told nothing they can do, contact buyer which I tried, no reply

£32.97 out of pocket is anything I can do

Not through ebay.   You are relying on the buyer being honest and paying again direct to you using something like Paypal.  Unfortunately, it seems your buyer is not honest.
