Collecting from a DHL courier

Hi 

I’ve sold apparently my old dive bag. The buyer has paid for a courier allegedly but they have not collected the item on two occasions now! No need for a pre paid label etc etc ! Is this a scam as I cannot cancel my order now as I would need to refund..
