non paying bidder

Bidder placed 9 seperate bids on one of my items so clearly wanted it, but refused to pay, A slap on the wrist from ebay and nothing for me. I thought once you bid on an item and won it you were legally obliged to Complete the purchase - apparently NOT!! Come on ebay get tough on these time wasters.

on day 5 cancel with - buyer did not pay.

they gat an unpaid strike, two strikes in a year makes it nearly impossible for them to buy.
