Hello,
I have a product to list that will be made to order which will include buyers preferences. Buyers can provide up
to 5 preferences and these fields cannot be pre-populated with a field
drop down - each one should be free format / max number of characters.
Im currently a private seller and dont see this as an option to create, so does
this exist as a seller and if yes, what level of seller package should be bought to
be certain i get the functionality im

What you are planning to do will obviously be a business so you might get more responses to your query on the business sellers board https://community.ebay.co.uk/t5/Business-Seller-Board/bd-p/21900001545
It may be that the features you want will only be available when you upgrade your account status from private to business.

There are plenty of customizable items for sale on eBay. If you view some of these it may help to show how you could list your own items.
Keep in mind that selling customized items here can be risky. We sometimes hear from business sellers that buyers have changed their minds and returned custom made items for a refund. Customized returns can be almost unsellable to anyone else.
Custom made items are excluded from buyers' statutory right to change of mind returns, but not under eBay's own rules. Whether eBay would all business sellers to reduce the amount refunded I don't know.

Pewhaps eBay have withdrawn this option for private sellers as only registered business sellers would be making items to sell?
