An unhappy "buyer" may bring problems ...
If he has paid then send the order*.
If he has not paid open a "non-payment" case after 4 days. Buyer gets a defect if so.
You cannot - of course - compel the buyer to pay.
* If you do not cancel and send the item the buyer "may" invent some damage [or even damage the item] and then open a "not as described case". You then have to pay for postage to get the item back and then refund in full. There is no other option. @beaver.1965

Very annoying but you are taking a risk of damage to your account.
Add buyer to your blocked bidders list, so he cannot mess up your selling again.

You could have a number of problems -
If the buyer reports the false positive you left them, the comment will be removed and that will damage your account.
You cannot reveal the eBay ID of a buyer.
Now you have refused to cancel you cannot hit them with an unpaid strike.
They can leave you whatever feedback they want to.

It’s not easy, but you could have made it easy by accepting their request to cancel the order.
whilst it’s a pain you leave yourself open to a potentially false return where you pay postage so then out of pocket and negative feedback.
