Hi, I hope I'm posting this in the right space - apart from not being able to start a post with the concerned account (this is my other account).
The seller asked me to wait for a refund for non received from US till it was too late - I didn't realize: ebay's cover had just expired when I finally opened a case.
(After 2 months I saw that the item had never been physically handed to the courier, and the seller refuses to refund).
So I opened a case with Paypal.
Paypal refunded me instantly.
However - please forgive me - I can't help being curious about this:
Are Paypal just making a loss, or are they taking the money from the seller?
(In a way, if they charge back the seller without even reading what I wrote or contacting him, it's a little worrying for sellers; while in this case, I would find it fair that the money is recovered from the seller, who lied and stole).

Also, since ebay closed my case in favour of the seller (because I was outside the timeline for reporting non-receipt), will I be able to post a 'normal' negative feedback for the seller?
(I just hate to post a feedback that gets removed, yet the seller can see it and chuckle to themselves).

Pay pal will pursue the seller for the money, while issuing a refund to a buyer under there buyer protection service where eligible

You obviously can open a not received case with paypal only if you paid that way.
Sellers never know how a buyer has paid.
I am not sure what paypal requirements for not received cases are, but are probably timed from expected delivery. However the seller does not get to keep money, paypal probably starts a chargeback in the same way as credit/bank card companies.
Most sellers are not aware, that refunds can be made for up to 6 months or longer using payment provider if out of time for ebay. The claim does still go back through ebay, and ebay recovers from seller, and if they refuse they get charged £14 plus VAT and debt collectors and their fees as well.
In other words, so long as buyers use the correct procedures, it pays a seller to deal with problems themselves, otherwise it can prove expensive.
Sellers can if willing to refund through ebay up to 90 days.

So if I understand well, Paypal still works with ebay...and ebay will know I claimed on paypal... My seller will be asked the refund by ebay, even though ebay closed my case... M'm. Excellent.
