I won an auction for £140, but when i go to checkout the total is £173.56 (£166.79 + buyer protection & postage).

That looks like VAT at 20% has been added.

Even if the item is located within the UK; if either the UK located Buyer/Seller is using/or has an account that was originally registered outside the UK , then an additional 20% Import VAT and any other duty is charged.
