I bought a kneeler chair in April and it was ok but the backrest soon started falling apart because it hadn't been well constructed, so I asked the seller to replace the backrest. After some exchanges they said they'd send a new one when they got their next shipment in July. It didn't come, and they have ignored my emails.
Is there anything I can do?

If within 120 days of paying and you paid with a debit or credit card then contact your card provider and issue a not as described chargeback.

The words "long running dispute" always mean that some unfortunate buyer has left it too late to claim a refund!
For the future, PLEASE don't try to negotiate problems yourself with the seller. Remember that you have exactly 30 days from the date of delivery to open an case for a refund. If you do, eBay will accept your word against the seller's and you will receive a full refund. If the seller wants the item back, eBay will require them to send you a prepaid return label.
Day after day we hear from buyers who have patiently allowed thei sellers time to resolve problems, only to find that it's passed eBay's 30 day time limit. From that point on, sellers typically won't even bother to reply.

I kind of guessed that was what was going on... but it was only one small part that went wrong and it seemed like a big hassle and waste of resources to send the whole think back. plus I didn't care enough! Most kneeler chairs don't have a backrest because you're not really meant to put much weight on it for the kneeler to help with back pain/posture.
Thanks for educating me though. I had assumed the 30 days would start when informal efforts stopped.
