i have recently started selling but Pre-paid postage lavels eat into my profits. As i am also dropshipping it does not make sense to get charged for a psotage label, is there any way to avoid being charged for a postage label?

As you are drop shipping you need a business account on eBay then Simple Delivery wont apply.
You will have listing and final fees to pay the same as any business seller
Dropshipping:

Yes, there is.
You are selling all Brand New items but on a Private account. A Private account is for selling unwanted, second hand used items such as a garage / attic / wardrobe clear out.
You are selling all Brand new items this means you need a Business account, then you'll not have to use Simple Delivery labels.
This explains how you can change to a correctly registered account :
Probably best to use a PC / laptop for this, and not the app or mobile browser. Chrome seems to work best on eBay.

Yes,fees will become due as soon as you change to the correct account type
EDIT:
You don't need to pay for a shop yet until you have more listings
