Buying an item that says one price includes p&p then when you go to pay more is added

Why is it that an item I am looking at says £19.94 including p&p however when I click to pay it says a different price £22.79

Is your item being shipped from outside the UK, or is your seller registered outside the UK?

If so, import VAT at 20% will be added at checkout.

Item number would help, as that is not 20%, but trying to guess does not ensure you get a proper answer.

Seller is based in China, so 20% VAT applies.

But as said figures don't match cost. Should be £23.93.
