Why can't I change the postal charges when I'm selling on eBay

Under Simple Delivery, eBay set the postal charges and the 2 services to use currently,  are Royal Mail and Evri.

See here how Simple Delivery,  now mandatory for all Private sellers,  works.

So before  I  could alter postal charges,  but is it now not possible to  change charges at all  ?
