I bought a tv from poland , and wasnt told at checkout, about vat, tax duty, etc, can ,I dispute this,or do I have to pay.

If you want to receive the item then you Have to pay as otherwise you are not protected by the eBay mbg. Failure to pay vat and duty negates the money back gaurantee. 

it is the buyers responsibility to pay vat/duty on any imports to the uk.

We can't see the listing, but many sellers do include a reminder about the buyer being responsible for any import duty.

 

You are expected to know or check what import charges may be payable on importing items into the UK. I'm afraid that you evidently haven't read eBay's guidance to buyers on international purchases:

 

Customs and import charges

As a buyer, it's your responsibility to check which customs and import charges may apply, and to pay them. These import charges are generally based on the item's price, weight, dimensions, and country of origin, as well as any taxes, duties, and fees added by your country.

 

If a buyer refuses to pay UK import charges the item may be returned to the seller, or destroyed. The buyer will lose any right to a refund under eBay's money back guarantee.
