Hi all. I had a dress for sale and there was 2 bidders going for it. The lady that won the auction is now refusing to pay saying it went higher than she wanted to pay, saying that she accidently put a too highest amount, and would give me a much lower amount, which i am not going to do, even if i have to put it back on for auction and get a lower amount,which obviously i dont want to but if pushed i would do. So my question is, how do i cancel her win, and offer the item to the lady who was bidding against her? I cant seem to find how to do it, so any help would be very grateful. Thankyou in advance.

After 4 full days have passed without payment, cancel using "Buyer did not pay". This will close down the sale and give your buyer a black mark on their account. Then you can offer it to the underbidder.

You could choose to cancel immediately rather than waiting the full 4 days. Use the reason 'buyer asked to cancel'. 'Help & contact' top left of your Ebay page is really useful for general questions like this. I used 'cancel order' as the search term to get the link below,
You can cancel an order by selecting the button below. After you cancel we'll let the buyer know and, if they've already paid, they'll get a refund.

Buyers who don't pay are a constant probem on eBay. You should support other sellers by using eBay's very good procedure to prevent buyers from becoming serial non-payers.
Sellers can now cancel as asle as unpaid when a buyer hasn't paid after four days: https://www.ebay.co.uk/help/policies/payment-policies/unpaid-item-policy?id=4271
This will immediately cancel the sale. Neither party can leave feedback; any already left can be removed. The buyer will receive an unpaid item strike for not paying, which will stay on their account for a year. This won't harm their account if it's just a one-off incident, but two strikes would mean that most sellers will automatically block them from bidding.
