Hello I have been trying to make offers on some items and keep getting an ebay page saying they xan't find that page.

On messaging the seller they say the items are still active.

Is there anyway to speak with a "human" at Ebay?

There have been problems with offers recently.   If you message the seller and agree a price they can revise their listing.

Thanks for your help, maybe it's just me but Ebay seems to be getting ever more complicated and long winded I think I'll just pack it in.
