“Buyer refuses to return item after refund offer”

Dear eBay Customer Service,

I need assistance with a buyer who is refusing to return an item after I offered a partial refund of £43.50 for

The refund offer clearly stated that the buyer could keep the item only if they accepted the partial refund through eBay. However, the buyer is now claiming they don’t need to return the item or do anything, and that they will keep both the item and the refund. They are also making threats that eBay will remove my account if I don’t issue a full refund.

This is a violation of eBay’s return and refund policies. I am requesting that you:

1. Cancel the refund if the buyer refuses to return the item, or
2. Ensure the item is returned in full before any refund is processed.

I have attached screenshots showing the partial refund offer and the buyer’s messages.

When you give a partial refund, the buyer keeps the item.

This advises buyers how sellers can deal with a return request:

'Offer you a partial refund and let you keep the item – This can be a good compromise when you're not completely satisfied with your purchase – for example, if it arrived with a minor scratch – but you're happy to keep it.'

Why do you think buyer should return item. Buyer only is expected to return an item when seller gives a full refund, and only then the item has to be returned first.

Depending on reason, for example not as described, seller has to provide a return label, for a change if mind return buyer pays for return postage.

Ebay do not get involved in part refunds, that is between buyer and seller and there is no obligation for anything to be returned unless refunded in full.
