Correct way is you open case, seller supplies postage label, you return for refund.

If seller refunds 1st, ebay assume they don't want item back, case closes  label not available.

Politely message seller and say if they want item back, they need to supply label (can't be done through ebay),

Or money to pay for it.

No eBay would not repay you.

If the seller refunded you before receiving the item back, they were wrong to do so,  if they wanted the item returned first.

Send the seller a polite message to say under eBay rules now as the case is closed with the refund, they need to send you the money for that tracked return postage if they want their item sending back now.  You can then send, and  buy the postage over the counter,  at your Post Office.

They can send you the money as a PayPal Friends and Family payment ,  a cheque,  or a bank transfer,  whichever suits you both best.

If  PayPal is used,  email addresses need to be exchanged, this can sometimes be found with the order details >>  Show Contact Info.    If not and you need to ask the seller for this,  make it very, very clear in your eBay messages,  as eBay do read these,  the reason for these exchanges.   Make it clear it's not to be used for an off eBay sale.

No.  You shoukd open a NOT AS DESCRIBED CASE, seller has to provide return label and on return refundin full.

If you pay return postage there is no means to force seller to refund that postage.
