Combining Postage "Invoices cannot be sent for items where eBay manages all or part of the postage"

Hi community.

Can I get some help please. Im selling two items to the same buyer, based in the UK. Im trying to combine the invoices but whenever I do I get the message "Invoices cannot be sent for items where eBay manages all or part of the postage. These items are excluded from this invoice." 

What does this mean and how do I offer combined postage to this buyer?

Is the buyer overseas?  Where is their account registered?

You may be sending using GSP in which case you can't send an invoice.

Or, if you are using Ebay Simple Delivery, they will collect the postage direct from the buyer and then provide you with label(s) to post.

It implies that you cannot, but you can refund any overpayment of postage. I also suspect that two items would need to be sent separately. 

One of many reasons why I would never want to have ebay dictating how to deal with my buyers.
