You can ask any seller to cancel an order, but they do not have to oblige nothing ' scam' there.
If they will not cancel, which is their prerogative, then on receipt of your item, if they have a Returns Accepted, you can return it for a full refund, but you have to pay for the fully tracked return postage.
If the item doesn't arrive, you open a case for item not received, which you can open one day after the item's last estimated date for delivery to receive that full refund.
