I have purchased 5 x tubes of chrome cleaner for the listed price, the seller has emailed to say their staff who was training incorrectly listed the item and it should be only 1 tube, can the seller change the quantity after I piurchase them via Paypal

Well no, they can't skimp on the order without consequences, however mistakes do happen, if the price for 5 items was sufficiently low to suggest this was a mistake, I'd be inclined to be lenient, not so if you could reasonably expect 5 of the product at the price you paid.

No-one can force a seller to go through with a sale, any more than they can force a buyer to pay.

 

It's in the seller's hands now. They could simply cancel the sale and refund you, for which they would receive an account defect from eBay and probably negative feedback from you.

 

Or they could offer a compromise, say offering you two items for the price of one, which personally I think would be reasonable in the circumstances.

 

If all else fails you can use eBay's money back guarantee, according to what you receive.
