Late postage

I sold an item in October. I used a tracked service and provided the customer with the details. The item went missing in the post. I helped the buyer get their refund, I had to deal with Royal Mail. On January the 11th the package finally arrived. The buyer did not inform me, I happened to check the tracking status. I asked the buyer when they would be returning my property as they had not paid for it, they suggested I was a scammer. I've contacted customer service twice now, the most recent was a phone call with an agent, they assured me I would receive an e-mail with their decision by Wednesday 28th Jan. I've heard nothing. I think the buyer is technically stealing from me. Ebay told me when I first reported it lost in the post that I had done the right thing and the way I had done it gave me a better chance to get my money back should the item ever arrive.  Please help, any suggestions on what I should do?

Once you refund through ebay, case closes and they won't get involved. 

I assume RM refunded you, so you have lost nothing.

If you want item back you have to sort politely with buyer.

But technically item now belongs to RM.

You are obviously not aware that there is no way to pay again through ebay. 

 

Payment has to be arranged and paid using Paypal or Bank Transfer. You could explain this to buyer, and send a Paypal Invoice.

 

If you have claimed off Royal Mail you should repay them, as would have been explained when they settled your claim.

If, as suggested by other answers, RM paid your claim then the item is no longer your property.  

 

also, the false positive you left the buyer is serious feedback abuse that will damage your account if they report it.

 

Here you say the buyer got their refund and in their feedback they say they got their refund, but in your false positive you say "please ignore their feedback, it's just simply not true".
