Can I sell a pdf document on ebay? Does Ebay look inside the pdf if you can sell it?

This ebay policy on digital items.

Basically you can't send items by email.

Also you will have no proof of delivery, so buyers can claim refund for item not received

How come you can sell an  Ebook pdf, but not a pdf document of an itinerary?
