The buyer gets the full refund including the postage they paid for.

You have to refund everything a buyer has initially paid you including any postage when cancelled item.
If you wish to charge for packaging on your items, sellers will usually add this cost into the item price, it's nothing that you can claim back later, as an extra cost you incurred.

would I be entitled to my money back on a cancelled purchase, for the post and packaging?
If you were planning to use eBay's simple delivery and have already paid for postage label, either you or your buyer should be able to cancel this for a refund if not used (depending upon whether the buyer paid for the item).
You can't claim for your packing costs.
