i have listed a lawn mower for sale and several people are interested but won't commit to buying without seeing it. how can they do that without breaking ebay policy on selling?

Nope,  they cannot do that. An item has to be purchased from your listing and paid for, only then can contact details be exchanged.

The buyer then comes views, tests the item and if it's not OK,  not to their liking,  you cancel the order citing Buyer Requests to cancel.  This fully refunds the buyer,  and your seller performance is not affected.
