I was winning an item until
the last 5 seconds and then a bid was submitted very high that won. No issue with that, but then it was relisted 15 minutes later which makes me think that was a bid to artificially inflate the price. How do you report that!

You can't; the winning bidder may have immediately contacted the seller and ask to cancel the order.

You cannot report it.
The poor seller obviously had someone who messaged to say they do not want their item, so it ruined the auction for the seller. Nothing to make a buyer pay for a winning item, nothing to report here.
Unless it was a one off , rare item, there's a small likelihood too, that the seller had 2 identical items? Under duplication rules they cannot be listed at the same time.
Whatever happened, it's relisted, so a second chance for you to bid, and hopefully this time, win.

It's unlikely that a seller who was shill bidding (using another ID to inflate the price, which is not allowed) would bid with only five seconds to go. The last thing they want to do is to end up winning their own auction.

How do you know it was very high, it would only need to be at most one increment higher than your maximum bid, so you would not know how high the bid really was.
I suggest you just keep an eye on whether feedback is ever left or received, to show the transaction appeared to be genuine.
