Sellers not returning refunded items

some weeks ago I refunded a buyer for bangle they  bought  however 2months on I still haven't  received the bangle back I have contacted them twice and was promised its return I cannot see any method of contacting Ebay to ask them to assist in getting the item back or claiming compensation has any one else had a similar experience?

Always get an item back before you refund.

A buyer needs to opens a return request, you send a prepaid return label if they cite not as described,then refund within 3 days of getting the item back.

Ebay won't get involved if a case hasn't been opened by the buyer,and if the request goes beyond 30 days of one being opened
