On 13 of November buyer bought the item and the next was sent to buyer I have recipet. On 17 of December buyer wrote me item not received.  more one month past and I sent it

If the buyer has opened a case, they are probably just in time to do so.

They have 30 days from the latest estimated delivery date to open a 'not received' case on Ebay and some people forget or wait and hope.

According to Royal Mail, that item has NOT been delivered, so you should probably refund the buyer.

I don't know why you think it is a scam.

If you post something, and the buyer doesn't get it, they are perfectly entitled to make a claim against you.

You have to prove the item was delivered.

You don't have proof of delivery so you should refund the buyer.

When you start to sell on Ebay, you agree to the User Agreement, including providing refunds for buyers in these circumstances.

Your buyer had 30 days from the latest estimated date of delivery.

You can check this in your 'orders'.

If they are out of time, you don't have to refund but they can then open a payment dispute.

Proof of posting is not enough. eBay requires postal tracking proof that the item was delivered.

 

You can find out whether it's been delivered by entering the Reference Number on your receipt into Royal Mail's track and trace web site.

 

If it's not been delivered by the latest estimated delivery date the buyer can open a case for a refund under eBay's money back guarantee. Hopefully they will leave it a bit longer to allow for delays in the Christmas post.
