So there are very sophisticated scammers on eBay this seller sent me an empty box delivered by Amazon so the scammer has FBA account with Amazon with empty boxes and a scam letter inside the box. Lists items in this case 2x 1kg Lavazza coffee beans on eBay and sends out empty box via Amazon. Do not accept the delivery if the box feels empty. The scammer has delivery proof from Amazon which he will provide to eBay. I have contacted eBay with photos and proofs. It seems eBay are unwilling to Investigate these types of scammers.

You need to open a "not as described" return, not a "not received" case because the tracking will show delivery. So start a return on here:

select "Doesn't match description" and escalate it to eBay after 3 complete working days.

Do not accept the delivery if the box feels empty.
That is bad advice to give. If a buyer refues to accept delivery this immediately renders the purchase ineligible for eBay's money back guarantee.
In this situation, buyers need to accept the delivery, then open an item not as described case (because it's missing from the box!) under eBay's money back guarantee. Do NOT open an item not received case as the tracking record will state that it was delivered and eBay would close the case.

That makes no sense because your seller has a tracking number showing delivery, which will close the item not received case in their favour.
You need to open an eBay return and select the 'missing parts or pieces' reason for the return.
