Item never arrived, numerous apologies and excuses then silence
Stay away from this guy, he is not genuine.
Ebay closed the case and say I am not covered.
Any idea how to take this chap to task and get my money back?

With so little information it's hard work to advise you.
Why did eBay say the item was not covered? If the seller could provide a tracking number that states it was delivered, that's the end of it. Parcels are frequently stolen from the doorstep, but eBay doesn't cover this. Or was delivery attempted, but you were not home? eBay doesn't cover this either.
How did you pay? If by PayPal you may still be able to use their 30 day buyer protection policy. Otherwise, if you paid or funded the payment from a credit or debit card your card issuer may be able to help.
Do PLEASE give more information when asking questions. It isn't supposed to be a guessing game.

The seller did not send the parcel. I mentioned his identity on the chat (he deserves to be made public) but Ebay protect his identity (they're not protecting me - the victim however!) They say the purchase is not covered under Ebay's buyer protection policy

If its regarding the neg you left -
As you purchased the item Sept 4th it depends on when you opened the eBay case and if you escalated it.
If you paid by PayPal open a not received case with them.

Contact credit card company.
Both ebay and paypal only allow 30 days from delivery or estimated delivery to open a VALID case. After 30 days you may be able to open a case but it will close as out of time.

For a not received case PayPal give 180 days from the date of payment.

PayPal has changed their timeframe to claim, but I think it changed to 30 days for item not as described, but still 180 days for item not received.
Moot for OP credit card company needs to be informed here.
