Global Shipping Programme - VAT

Has anyone else had any issues with the Global Shipping Programme not charging VAT recently? When we have sold through it before we have always been paid the VAT and then shipped to the usual GSP address but we have had an order through today with no VAT charge on it. I'm not sure how I can send it to a UK address without a VAT payment?

 Global Shipping Programme not required for UK <> UK  sales where VAT is inclusive and cannot be added.

It was for an order going to Germany but I need to ship it to the UK GSP address so shouldn't there be the VAT charge?

Do you mean import VAT?

If the item is below £135 then eBay collect that from the buyer.
